Closed cell sponge rubber, or expanded rubber, is made of cells that are a lot like balloons. They hold in gas and don't allow moisture to penetrate their walls so long as the cell walls don't burst. The cells aren't interconnecting, so they don't allow air or water to wick through the sponge at low pressures.
